ADU Construction Planning in West Hollywood, California

West Hollywood offers a free pre-approved detached ADU plan, but the site plan, programme limits, utilities and property-specific approvals still control whether it produces a real saving.

Understand what the plan is not

The City’s programme FAQ says the plan is for new detached construction, not a garage conversion or attached ADU. It also says changes beyond the stated options remove pre-approved status and require full plan review.

Before choosing it, ask whether the household goal and property fit the plan as issued. Moving openings, changing structure or reshaping the footprint to solve access and privacy may erase the intended approval advantage. Price the compliant plan and a restrained custom alternative when the fit is marginal.

The site plan carries real work

West Hollywood’s programme lists detailed site information, including buildings, paved access, setbacks, easements, drainage leaders, conditions affecting fire-rated construction, the electrical panel, pools, utilities, fencing and trees.

This list explains why a floor plan cannot establish feasibility. A compact developed site may require careful construction access, protection of occupied buildings, drainage coordination and utility routing. Survey or measured information needs to be accurate enough for the designer and authority.

Create a feasibility record covering:

  1. parcel and jurisdiction confirmation;
  2. existing buildings, units and uses;
  3. available footprint and separation;
  4. easements, drainage and tree conflicts;
  5. fire and access conditions;
  6. electrical panel and service provider;
  7. water and sewer providers and routes;
  8. proposed plan options or modifications; and
  9. staging, hauling and property restoration.

Identify the correct utilities

West Hollywood’s Developer’s Library says Southern California Edison provides electricity. It says water service is split: LADWP on the east side and Beverly Hills Water on the west side.

Do not use City of Los Angeles utility assumptions by default. Check the current utility bills and confirm territory for the address. Ask each provider to state electrical capacity, meter or panel work, water and sewer route, trenching, agency work and restoration assumptions.

Treat programme review times as estimates

The City describes a 30-day review for pre-approved-plan application materials and approximately two weeks for resubmittals. These are programme review estimates, not a complete design-to-occupancy guarantee.

A complete project schedule also needs feasibility, site documentation, application preparation, corrections, utilities, procurement, construction, inspections and closeout. It may need additional review when the plan is changed or other property conditions apply.

Ask the provider which dates depend on City acceptance, owner decisions, utility responses and product orders. A schedule should state the start trigger rather than simply promising a number of months.

Budget outside the free plan

A zero-cost plan does not mean a zero-cost design and permit phase. Budget for site measurement or survey, plan adaptation allowed by the programme, site-specific sheets, foundation or engineering work, energy and building-system documents, permit coordination, agency charges and corrections.

Construction pricing should include:

  • access, protection, demolition and hauling;
  • excavation, foundation and drainage;
  • structure, roof and exterior envelope;
  • windows, doors and insulation;
  • electrical, plumbing, HVAC and utilities;
  • cabinets, counters, fixtures, flooring and appliances;
  • paths, fencing, planting and restoration; and
  • exclusions, allowances and contingency.

Compare West Hollywood providers

Ask for recent projects reviewed in West Hollywood and clarify whether the same entity and team completed them. A provider should be able to explain the pre-approved plan limits, compact-site logistics and correct utility territories without turning those statements into an approval promise.

Request three written bids tied to the same issued plan or custom design and finish specification. Verify the contracting entity in the CSLB licence system, then recheck before signing.

Important questions include:

  • Has the property been tested against the City plan as issued?
  • Which requested changes would trigger full review?
  • Who prepares every site-specific document?
